The Contribution Certificate notification email template can be setup under the System Main menu:

‘Available file attachments’ appear at the bottom of the Template page

One or both of the file attachments can be added to the template itself and this will determine what is attached to the contribution certificate email; Contribution Certificate alone or both the Contribution Certificate and Statement.
