Fee accrual from first cash transaction or first non cash transaction

By default fees start to accrue from the first non cash transaction date on new contracts where fees have not been taken yet.

Under System->Configuration an option is available to change the first accrual date on new contracts where fees have not been taken yet to be the first transaction date regardless if the first transaction is a cash transaction.

The same methodology will be applied for historical transactions.

NOTE: Fees and fee accrual functions independently per client account on a contract. A cash transfer or cash switch to another client account on the contract is not regarded as a non cash transaction.
